MoDOT Recovery Act Funds Obligated Ahead of Schedule

MoDOT meant business when it set out to show the world that transportation projects could have an immediate impact on creating jobs and boosting the economy. Before the ink was dry making the American Recovery and Reinvestment Act law, Missouri had signed a contract and began construction on the nation’s first stimulus project.

Keeping that momentum rolling, MoDOT has now obligated all of the $524.6 million it received in recovery act funds for MoDOT-administered projects well in advance of the March 2nd deadline.

“From launching the nation’s first transportation stimulus project to obligating all of our recovery act funds ahead of schedule, MoDOT has worked rapidly to show that transportation projects do play an integral role in supporting jobs and rebuilding our nation’s economy,” said MoDOT Director Pete Rahn. “While these funds don’t come close to covering all of our transportation needs, they have helped fill a short-term gap as other federal and state resources continue to decline.”

To date, the Missouri Highways and Transportation Commission has awarded 187 economic stimulus projects totaling $469 million. The ARRA funding awarded to date will support 12,524 direct, indirect and induced jobs based on Federal Highway Administration estimates.

Rarified ARRA

I apologize for the painful headline. Missouri joined only a handful of states this week, however, in an extremely important category.

The American Recovery and Reinvestment Act (ARRA), also known as the federal stimulus bill, required states to "obligate" 50 percent of discretionary transportation funds by June 30, 2009. MoDOT beat that goal by five weeks!

Meeting the requirement is important because states that don't could lose some of their stimulus money. Those funds could then be redistributed to states who have met the deadline ... like us here in the Show-Me State. That would mean more road, bridge and other transportation improvements throughout Missouri increasing safety and supporting jobs.

Speaking of jobs, that is what ARRA is all about. MoDOT started construction on the first stimulus project in the nation within minutes of President Obama signing the Recovery Act. We wanted to show that additional investment in transportation infrastructure would indeed mean jobs. To date MoDOT stimulus projects have supported 4,970 jobs here in Missouri.

Rahn Invited to be National Journal Contributor

JEFFERSON CITY - Missouri Department of Transportation Director Pete Rahn has joined an impressive list of transportation experts invited by National Journal to participate in a weekly blog on transportation issues. The blog is located at http://transportation.nationaljournal.com/.
National Journal is a Washington, D.C.-based, nonpartisan weekly magazine on public policy and politics. In his first posting, Rahn gave his opinion on how federal economic stimulus funding should be spent on transportation infrastructure.

"Congress and the Obama administration should commit at least $50 billion of a stimulus package to highway and bridge improvements - $25 billion a year for two years," Rahn wrote. "The first-year funds should be redistributed if not under contract within 180 days. The second-year funds should be directed to projects of more substance, but those projects should also be under contract by the end of fiscal year 2009. An additional $20 billion should be committed to multimodal transportation."

National Journal launched the transportation blog Dec. 1 citing the increasing importance of transportation on the Washington agenda. The magazine also offers expert blogs on health care, the economy, and energy and the environment. They can be found at http://www.nationaljournal.com/expertblogs.

Others participating in the transportation blog include California Gov. Arnold Schwarzenegger, Transportation, Secretary Mary Peters, former Transportation Secretary Norman Mineta, former Department of Transportation Inspector General Kenneth Mead, Pennsylvania Gov. Ed Rendell, Teamsters President James Hoffa and American Transportation and Road Builders Association President Pete Ruane.

"This is a great opportunity to provide state input into national issues affecting transportation," Rahn said. "I'm honored to be asked to contribute."
